The Human Resources Department recruits for full-time, continuing part-time and summer employees. In addition, the Human Resources Department provides service and consultation in the areas of:

  • Employee and labor relations
  • Benefits administration
  • Safety and workers compensation
  • Education and training
  • Personnel issues

The Human Resources Department is responsible for collective bargaining and contract administration for six bargaining units. These unions include the American Federation of State, County and Municipal Employees (AFSCME), Michigan Association of Police (MAP), Troy Fire Staff Officers Association (TFSOA), Troy Command Officers Association (TCOA), Troy Communication Supervisors Association (TCSA) and Troy Police Officers Association (TPOA), and cover approximately 70% of the full-time workforce.-->
